Abstract: The development of our econony and the revitallzation of our country lie in mainly science and technology. But the most urgent problem at present in our country is how to solve the little effective demand of the science and technology- Basing on the fact that the science and technology still has low transformation efficiency,the writer analyses the cause of the low transformation efficiency from enterprise and the department of science and technology
