Abstract: This paper presents the timing diagram showing the Science and Technology Program during the past 60 years.Six basiccharacteristics of national Science and Technology Program of China are analyzed in detail in terms of history and reality versus interestand collaboration.The paradox between planning science and technology and free research is simultaneously discussed.
