Abstract: This study combines the Analytical Hierarchy Process and Fuzzy Comprehensive Evaluation to evaluate project risk synthetically, which is called Two-step Process. It is most suitable for the project which has many alternatives to be selected. This can remedy the deficiencies of two types of approaches by not only selecting the most suitable alternative but also calculating the risk level of a scheme.
