Abstract: Using large number of archives preserved in Hangzhou,this paper analyzes the operating situation of Bao-Jia system in Hangzhou area.The author probes into the system’s operating in law aspect as well in dealing with practical affairs.The author’s attention concentrates on the running situation of the people’s conference of the Bao and fund’s raising after the War.Basing on the work above,the author points out the real face of the autonomy of Bao-Jia promoted by the government after the War.
