Abstract: The welfare and equality of public library determines the public library as a special reader service is feasible and necessary. Through the special characteristics of the reader groups are introduced, explained the importance of good public libraries for special groups of readers, combined with practical work, proposed the program to carry out the relevant characteristics of services designed to provide a wide range of special groups of readers, all orientation of library services.
