Abstract: King Cheng of Zhou commanded Ji Shi and Ji Dan re- camping in Luoyi after his reigning. Then declared wars on Shangyan,Xurong,Huaiyi and Shanggai,the four states of Dongyi,with the help of Shi and Dan. King Cheng backed from Shangyan after defeat Shangyan. Shi and Dan continued the war with Dongyi until Shanggai surrendered. After the war,Zhou dynasty established its political system and the system of Shi and Dan assisting King Cheng together.
