Abstract: 民国时期,乡镇保长是政府和民众之间联系的重要纽带。除部分乡镇保长利用职权垄断乡曲、贪污腐败外,大部分乡镇保长会极力在政府与民众之间寻求平衡,在尽可能完成政府布置的任务的同时,最大限度维护本乡镇保的利益。在法律的约束和民意的监督之下,乡镇保长与政府、民众之间维持着既合作又冲突的关系。
