Abstract: 1940年代初期粮食危机逐渐严重时，国民政府逐步组建中央—省—县级粮食管理机构，构建起了纵向立体粮政网络。同时，在蒋介石等人的主导下，三民主义青年团、重庆卫戍区总司令部宪兵队及党团粮政服务队、粮食部陪都粮政密查队、行政院经济会议经济检查队、国家总动员会议经济检查队等组织也深度介入战时粮政，协助粮政宣传，调查检举粮政人员舞弊渎职，监督人民有无违反粮食管理法令。此类组织与自上而下的官方粮食行政管理部门互为补充，有效地改善了因管理部门员额固定而出现人手缺乏、粮情信息情报来源单一导致信息不准确、粮政弊端大量涌现但无法及时发现与纠正等问题，同时填补了县以下粮政力量的空虚，是战时粮食领域不可或缺的组成部分，但此类组织自身也有无法克服的种种弊端。
