Abstract: After the January 28th Incident, the Nanjing National Government invoked Article 15 of Convenant of the League of Nations and implemented the policy symbolic of its “Resisting while Negotiating” policy towards Japan which conflated the September 18th Incident and the January 28th Incident. After deliberations by the Council, the Assembly and the Special Committee, the National Government failed in its goal of combining and resolving the two incidents.
