Abstract: In Chapter 1, this paper outlined the theory of law proposed by Hart, a leading exponent of legal positivism, which is criticized by Dworkin. According to Hart, the key to understand the legal system is the union of primary and secondary rules, in which rule of recognition is at the highest rank.
