Abstract: This paper presents a study of the households’willingness-to-pay(WTP)for Hanjiang-to-Weihe River Valley Water Diversion Project using Multiple Bounded Discrete Choice Model(MBDC)in the city of Xi’an.Both Welsh-Poe Model and Wang-He Model are applied to analyze the MBDC data based on a sample of566 households.The results show that the sample mean of the WTP is monthly 17.14 Yuan per household,and the WTP means derived from the"definitely yes","probably yes"and"not sure"are 8.36 Yuan,14.39 Yuan and20.82 Yuan,respectively;Users’heterogeneity,including respondent’s gender,age,whether is the communist or communist youth league member,existing drinking water quality,water fee,water-saving behavior etc,affects significantly this outcome,and the WTP of residents in Xi’an is mainly determined by the willingness to improve the water quality.The results provide basis for designing the payments for environmental services(PES),water right allocation,and water pricing mechanism.
